Facebook is both shop window and back room. Official accounts are described as dialogue and crime prevention. In 2025 Jens Alvén Sjöberg put the number of official accounts at about 280. The closed group UMF had about 5,000 members when Expressen exposed it in 2013 and more than 7,700 when Aftonbladet returned in 2020.
There is no earmarked social-media budget line. What can be documented includes about 190 staff at the communications department in 2019, a mixed operating item for travel, representation and information of just under SEK 405 million in the ESO period, and a 2025 framework agreement of up to SEK 56 million over four years for strategic communication, including attitude change and earned media.
Jönköping District Court convicted Uno Lennart Emanuel Strand of tjänstefel on 13 March 2012 after a shot during a pursuit for unlawful driving. He first reported a warning shot, later an accidental discharge, saying the first version “was better” because a handling error was embarrassing. Open sources later show an Emanuel Strand as traffic lead for police in the same town, quoted in Värnamo Nyheter on Facebook applause for traffic posts. The identity match is name, profession and place, not a fresh official confirmation.
Westman’s 2015 study of UMF found a corps culture that systematically rejects criticism. Expressen documented gendered attacks on women critics. Aftonbladet 2020 documented racist-coded scorn during Black Lives Matter. The legal issue is not that official posts are automatically false. It is that brand-building and closed loyalty can make the first official version — the report, the feed, the patrol’s shared memory — hard to test.
